NC State stuns No. 3 Florida State 17-16

RALEIGH, N.C. (AP) ? Mike Glennon found Bryan Underwood for a 2-yard touchdown pass on fourth down with 16 seconds left, helping North Carolina State rally to beat third-ranked Florida State 17-16 on Saturday night.

The Seminoles (5-1, 2-1 Atlantic Coast Conference) appeared poised to strengthen their grip on their division, leading 16-0 at halftime behind a dominating defensive performance. But the Wolfpack (4-2, 1-1) inched closer after halftime before coming up with a game-turning blocked punt by Mike Rose with 2:27 left, giving the ball back to Glennon at the FSU 43 with a chance to complete a stunning comeback.

Glennon marched the Wolfpack down the field and completed a pair of fourth-down passes inside the 15, the second when he found Underwood alone over the middle to tie the game and take the lead on the ensuing point-after kick.

FSU drove near midfield in the final seconds, but the Wolfpack defense knocked down EJ Manuel's desperation heave near the goal line to end it.

The play sent the Wolfpack players spilling onto the field in celebration, capping a stunning turn considering how overmatched they looked overmatched in the first half.

N.C. State never led until Glennon's late pass and Niklas Sade's PAT. N.C. State had just 68 yards and four first downs in the first half, with the Seminoles using a short touchdown pass from Manuel and three field goals from Dustin Hopkins to silence a rowdy home crowd.

But the FSU team that was in such control going into the locker room isn't the one that came out for the second half.

Chris Thompson ran for 115 of his 141 yards in the first half for the Seminoles, while Manuel threw for 218 yards with an interception. Florida State managed just 122 yards after halftime and squandered all three of their timeouts, which proved crucial once the Wolfpack finally pushed in front.

It marked the second straight year the Wolfpack had beaten a highly ranked division rival here. Last season, the Wolfpack upset No. 7 Clemson 37-13 for the program's first win against a top-10 team under Tom O'Brien.

This game marked the first time a top-five team had come to Carter-Finley Stadium since 1998. And just as in that game, unranked N.C. State upset the Seminoles, who were ranked No. 2 at the time.

The win also changed the race in the ACC's Atlantic Division. The Seminoles had already beaten Clemson at home, so a win at N.C. State would've given the preseason league favorite victories against the two teams projected to be their biggest challengers for the Atlantic Division crown.

As for N.C. State, the Wolfpack knew this was probably their last chance to stay in the division race.

Glennon threw for 259 yards on 30-for-55 passing with two touchdowns, the first being a 24-yard scoring pass to Shadrach Thornton that brought the Wolfpack within 16-10 with 13:47 to play. Then, after Rose's blocked punt, Glennon calmly moved N.C. State into striking range with a 12-yard pass to Quintin Payton on fourth-and-10 that gave N.C. State a first-and-goal at the 2 with 1:07 left on a drive that ended with Underwood alone in the middle of the field, a step or two into the end zone.

Bears give Cowboys a Monday night mauling

Chicago returns 2 of Romo's 5 INTs for TDs, provides a 'wakeup call' for Dallas

ARLINGTON, Texas - Lance Briggs plucked the ball out of the air and started rumbling down the field. As the Chicago linebacker approached the end zone, he fully extended his right arm over his head with the ball in his hand.

Briggs and the rest of those 30-something Bears defenders showed Tony Romo and the Dallas Cowboys how much they can still play.

Charles Tillman, another of the five defensive starters in their 30s, also returned an interception for a touchdown in the Bears' 34-18 victory Monday night.

"A lot of our older guys are playing really well right now because we understand everything so much more," said Briggs, whose 74-yard run was his first interception return for a TD since 2005. "Whether we've lost a step or some people believe we've lost a step, we make up for it in knowledge."

Though Romo was only sacked once, on the game's first series, he was pressured relentlessly and threw five interceptions. That matched his career high, first done five years ago in his first full season as a starter.

"Just outstanding play by our defense," Bears coach Lovie Smith said. "It seemed like everybody had a say in it. How about Lance Briggs? You guys didn't know he could run that fast."

Briggs' interception came in a wild two-play exchange of turnovers midway through the third quarter.

Bears quarterback Jay Cutler was nearly flawless after halftime, when he completed 11 of 12 passes for 219 yards and two touchdowns. That included a 34-yard score to Devin Hester to start the half and a 31-yarder to Brandon Marshall with 6? minutes left.

Cutler was 18 of 24 overall for 275 yards. Marshall had seven catches for 138 yards.

Major Wright, who returned an interception for a touchdown in Chicago's last game, had two of the five interceptions. D.J. Moore has nine career interceptions, three of them against Romo after getting another one Monday night.

"We have a pretty good feel for what their front is going to do, what their pressures were, what their coverages were," Cowboys coach Jason Garrett said. "They're just very good at it. It's not very exotic."

Chicago's first fumble of the season came when Cutler was sacked by DeMarcus Ware and Victor Butler recovered at the Bears 27.

On the very next play, Romo was trying to escape pressure when he was hit from behind by Henry Melton. The ball popped forward into the air and Briggs grabbed it and scored to put the Bears (3-1) ahead 24-7.

"I haven't run that long in a long time, that far," Briggs said.

Once again, the Cowboys (2-2) are a .500 team. They are also one of the lowest-scoring teams in the NFL with only 65 points going into their bye week, and then play four of their next five games on the road.

"This has to be a wakeup call for us. I don't say that nonchalantly. It has to be," Cowboys tight end Jason Witten said. "You can't bounce back and forth like this and try to compete come December-time. You can't do it. We have been in that situation before. You cannot do it. And we know that, and we'll get better."

Since the start of the 1997 season, Dallas is 122-122 in regular-season games. They have won only one playoff game in that span after three Super Bowl titles in a four-year span in the first half of the 1990s.

Romo finished 31 of 43 for 307 yards and a touchdown. When the Cowboys got the ball back in the final 3 minutes, Kyle Orton got his first action since the veteran quarterback signed a free agent deal during the offseason to be Romo's backup.

Orton threw a 5-yard TD pass to Witten with 34 seconds left, capping a 10-play, 89-yard drive.

Witten, the seven-time Pro Bowl tight end who uncharacteristically had several drops the first three games after missing most of the preseason with a lacerated spleen, had 13 catches for 112 yards.

The regular referees wrapped up the first weekend of games since returning to work. It was a week after that disputed Monday night ending that gave the Seattle Seahawks a victory over the Green Bay Packers.

Referee Walt Anderson had to go under the hood to review three plays in the Bears-Cowboys game, but none that will cause the kind of uproar from a week earlier.

Chicago opened the second half with a 73-yard drive capped by Cutler's 34-yard TD pass to Hester, who raced passed rookie cornerback Morris Claiborne and had to make a lunging catch at the goal line.

Despite a screen shot frozen on the huge video board over the field that raised the question of whether the ball might have hit the ground as Hester rolled over, Anderson confirmed the on-field ruling of touchdown after reviewing the play.

Later in the third quarter, when Alshon Jeffery was going down after a catch, Claiborne stripped the ball and started running the other way. It was originally ruled a fumble, but the replay showed the receiver still controlled the ball when his elbow hit the ground.

In the fourth quarter, Dallas contended that the ball had been tipped before a pass interference call in the end zone. That was confirmed by replay, bringing up fourth down for Robbie Gould's second field goal.

The interception by Tillman in the second quarter, on a ball thrown right into his hands by Romo when intended receiver Dez Bryant was still running down the field, came on the third play a 43-yard field goal by Gould.

"Tony saw it one way. Dez saw it another way," Garrett said.

Bryant had eight catches for 105 yards.

Dallas responded to that quick 10-point surge by going 80 yards on nine plays, capped by Romo's 10-yard TD pass to Miles Austin with 14 seconds left in the half.

Pro Bowl running back Matt Forte returned to the Bears lineup after missing the last game with a sprained right ankle and being limited in practice all week. He had 13 carries for 52 yards.

How Small Business Owners Get Health Insurance

As with any economic policy issue, there has been much discussion of how the Affordable Care Act (ACA) will affect small businesses. But, there?s been very little focus on how the health reform law will affect the owners of those businesses as people.

As our recently released Employer Health Benefits Survey shows, small businesses are much less likely than larger businesses to offer health benefits to their workers. Half of businesses with 3-9 workers and 73% of firms with 10-24 workers provide health insurance. That contrasts with 98% of firms with 200 or more workers that offer health coverage.

The workers in these firms that do not offer coverage must rely on employer-based insurance through a family member, buying insurance in the individual market (assuming they can afford the coverage and do not have a pre-existing health condition), or in many cases going uninsured.

But what about the owners of these small businesses? They?re pretty much in the same boat.

A few striking things emerge from this analysis:

? About one in four small business owners is uninsured, roughly the same as for non-elderly adults generally.

? Just 40% of small business owners get job-based insurance, either from their own job or through a family member. In contrast, almost six in ten non-elderly adults get their insurance through an employer.

? Small business owners rely heavily on the individual insurance market, with 30% of them buying ?other private insurance? (the vast majority of which is coverage purchased in the individual market).

This suggests that the biggest effects the ACA will have on small business owners may not be changes in the rules for the small business insurance market, but rather the changes in the individual insurance market: guaranteed access to coverage and no premium surcharges for people with pre-existing health conditions, limits on how much premiums can vary by age, a requirement that all insurers cover a set of ?essential? benefits, the creation of health insurance exchanges, the requirement to be insured, and tax credits to make premiums more affordable. In fact, an estimated 60% of small business owners now buying insurance in the individual market have incomes up to 400% of the poverty level and would be eligible for tax credits in exchanges or Medicaid, and 83% of owners who are now uninsured would be eligible for subsidized coverage (split about equally between tax credits and Medicaid).

It may be that we can gain more insight into the implications of policy issues like health reform for small business by focusing less on the businesses themselves and more on the people who own them.

In both policy and political debates, small business owners have been separated out for special attention as ?job creators? who should not have to pay higher marginal income tax rates on the portion of their incomes over $1 million. This deceptive framing that falsely suggests that they are the primary drivers of our economy masks the fact that most small business owners have very modest incomes and are heavily dependent on the dysfunctional individual insurance market, and one-fourth of them aren?t even insured.

Over three-fourths of firms have no payroll, so these represent self-employed business owners, presumably with very modest incomes on average (see Census link above). Of firms with payrolls, over half have total receipts of less than $100,000 which is used for payrolls, all other business expenses, and the net income of the business owner. Most small business owners do not fall into the prototype ?job creators? that the politicians keep talking about.

They have a problem with health insurance. This Kaiser reports shows that many of them will benefit from the improvements in the individual insurance market that are required by the Affordable Care Act. But, as we have shown many times in the past, these plans will still have unaffordable premiums and unaffordable out-of-pocket costs, even with the subsidies to be provided by the Act. Many of them will remain in the ranks of the uninsured, estimated by the CBO to be 30 million people. The Affordable Care Act will not meet the health care needs of far too many small business owners.

Our small business owners deserve what all of us deserve: an affordable health care system that takes care of everyone ? an improved Medicare for all.

UK regulator seeks to smooth EU gas trade

LONDON (Reuters) - Britain's electricity and gas regulator Ofgem sought on Monday to identify and remove barriers to European gas trading via pipelines that connect it to the continent, as the UK tries to bolster gas imports on which it is becoming increasingly dependent.

Ofgem asked participants in Europe's gas market to explain why the fuel sometimes flows through the bloc's interconnector pipelines in the opposite direction to market price signals.

"There are occasions where gas does not flow to the market where price signals highest demand. This leads to inefficiencies and markets exporting when in fact they should be importing or vice-versa," it said in call for evidence published on Monday.

Ofgem's aim is to gather information to make gas trading more open and ensure its flow to where it is required.

"Insufficient liquidity or a lack of transparency may mean that shippers do not face stable and robust price signals to enable them to take efficient trading decision," Ofgem said.

The regulator said long-term contracts could be behind the discrepancy but added it would still expect traders to exploit arbitrage opportunities and questioned why cross-border flows were not more responsive to short-term price signals.

"Our aim is to come to a view on what (if any) barriers to cross-border trade exist and which are the most significant," Ofgem said.

The British, Belgian and Dutch gas markets, flagged up by Ofgem, are linked by Interconnector UK (IUK), between Britain and Belgium, the Balgzand Bacton Interconnector (BBL), between the Netherlands and Britain and several interconnection points between Belgium and the Netherlands.

Ofgem's research showed on 28 percent of the days charted from January 1 2009 to June 30 2012 gas flowed on IUK against price differentials and from the high-priced to the low-priced market.

On BBL, gas flowed from the Netherlands to Britain despite UK gas prices being below Dutch ones on 65 percent of the days.

"It may even be that some level of inefficiency is inherent in cross-border trading and that deeper regional integration or harmonisation of market arrangements between the three markets is required," Ofgem said.

Britain was a net exporter of gas until 2004, but a steady decline in output over the last few years has made it more reliant on imports and it is heading for a position of "gas import dependency," Ofgem said.

The country's own gas supplies will fall from around 43 billion cubic metres (bcm) per year now to around 16 bcm in 2030 if they continue their average annual 5 percent decline since peaking in 2000, Reuters research showed.
