House Republicans will file a civil suit against Attorney General Eric Holder during the August recess, House Oversight Committee Chairman Darrell Issa, R-Calif., has told NBC News.
House Republicans will file suit in an effort to compel Holder to release documents associated with the failed "Fast and Furious" gun-walking operation.
"We'll be filing a civil case during the break," Issa told NBC, "We will expect a day in court before a federal judge, which we have a 100 percent chance that the judge will hold that these documents should be delivered."
House Oversight Committee Chairman Darrell Issa has told NBC News that House Republicans will file a civil suit against Attorney General Eric Holder. NBC's Pete Williams reports.
During negotiations between House Republicans and Holder in June, the White House invoked executive privilege on the documents Issa had requested for his investigation. Issa says that a federal judge should find that executive privilege does not apply to the documents he is requesting.
"The idea that you would withhold based on some executive privilege the documents related to a cover up of a crime is absurd, but that's the claim that the attorney general is hiding behind," Issa said.
The House voted on June 28th, 255-67, to hold Holder in contempt of Congress for not turning over documents related to the Fast and Furious operation. During that vote, the vast majority of Democrats walked off the floor of the House in protest of a measure they saw as a political witch hunt.
Soon after the House found Holder in contempt of Congress, the Justice Department penned a letter to House Republicans saying it would not be pursuing the case, stating that "the attorney general's response to the subpoena issued by the Committee on Oversight and Government Reform does not constitute a crime." The DOJ cited the White House invoking executive privilege as a primary reason for not proceeding.

The DOJ's response has left Republicans with few options, according to Issa, who compared the current situation with congressional attempts to retrieve the Nixon tapes during their investigation into the Watergate scandal in the 1970s.
"We're seeking a remedy and the remedy is an order to compel," Issa said. "Nixon didn't respond to Congress, he responded to federal judges, ultimately the Supreme Court, ordering that he had no such privilege to cover up the tapes. And these are no different than the Nixon tapes, we're asking for documents related to a cover up of lying to Congress."

ALEPPO, Syria (Reuters) - Syrian forces stormed the last rebel stronghold in the capital Damascus in tanks and armored vehicles on Friday, and blasted with artillery and helicopters at Aleppo, where the United Nations said they were preparing a massive assault.
The violence came within hours of former United Nations Secretary-General Kofi Annan quitting as international peace envoy for Syria, underlining the impotence of mediation efforts in the 17-month-old uprising against President Bashar al-Assad.
A senior United Nations official said a long-expected army onslaught to take Aleppo, Syria's largest city and economic hub, was now imminent following a build-up of army reinforcements. The fighting in Aleppo has focused on the Salaheddine district, seen as a gateway to the city for the Syrian army.
Rebels poured into Aleppo in July after being largely driven from the capital Damascus, where they had launched an offensive that coincided with a bomb blast that killed four top security officials. The fighting in the two main cities has intensified the conflict over the past three weeks.
Rebels told Reuters journalists inside Aleppo on Friday that they had captured a large police station after days of clashes. Rebel commander Abu Zaher said fighters had taken several police officers prisoner and seized weapons and ammunition.
Other rebels said heavy fighting was taking place in Saleheddine, the main battleground district, where they estimated 20 civilians had been killed. They say 50 of their fighters have been killed there in the last several days.
U.N. Secretary-General Ban Ki-moon said "acts of brutality" reported in Aleppo could be crimes against humanity. Both sides have accused each other of carrying out summary executions of prisoners in the city.
In the capital, Syrian troops entered Damascus's southern district of Tadamon with dozens of tanks and armored vehicles in a push to win back the last rebel stronghold there, a witness and activists said.
Activists said most of the district was under the control of government forces by early Friday evening. The army had been trying to enter Tadamon for more than a week but was pushed back by fierce resistance from the rebels.
An activist said the troops had executed several people after entering the district. The account could not be confirmed.
"Thousands of soldiers have entered the neighborhood, they are conducting house to house raids," a resident, who did not want to be identified for security reasons, said by telephone.
The fighting spread to Aleppo from Damascus after the bomb attack on Assad's security headquarters in the capital on July 18, which killed four of the president's senior aides and encouraged rebels to step up hostilities.
The Syrian army has reinforced its positions in and around Aleppo over the past two weeks, while conducting daily artillery and aerial bombardments of rebel forces in the city.
"The focus two weeks ago was on Damascus. The focus is now on Aleppo, where there has been a considerable build-up of military means, and where we have reason to believe that the main battle is about to start," Herve Ladsous, the Under-Secretary-General for Peacekeeping Operations, said in New York.
HELICOPTER BOMBARDMENT
Annan resigned on Thursday, complaining of "finger-pointing" at the United Nations while the bloodshed in Syria went on. His mission, centered on a peace plan and a ceasefire that never took hold, had looked increasingly futile amid escalating violence.
In an article published on the Financial Times website, Annan said Russia, China and Iran "must take concerted efforts to persuade Syria's leadership to change course and embrace a political transition.
"It is clear that President Bashar al-Assad must leave office," Annan said.
However, in a sign that Russia is not yet ready to abandon support for its ally Assad, Moscow hosted a Syrian oil official and promised to send gasoline in return for crude that Syria is having difficulty selling because of sanctions.
"We are ready to deliver all of our oil and receive what we need in gasoline and diesel," Qadri Jamil, Syria's deputy prime minister for economic affairs, told journalists in Moscow.
For both rebels and the government, Aleppo with its 2.5 million inhabitants is a prize that could determine the outcome of a war the opposition says has already cost 18,000 lives.
Internet and telephone networks in Aleppo were mostly cut for the third day, hampering attempts by rebels to coordinate and forcing them to use couriers to deliver orders. Soldiers were launching rockets at insurgents from an infantry school north of Aleppo.
Areas around the city are divided, with some villages loyal to Assad and others favoring the opposition. Police and soldiers were setting up mobile check points on some main roads leading into the city from the north.
There are increasing signs of quarrelling among rebel factions and between fighters and the population.
"The Free Syrian Army is causing us headaches now," said Abu Ahmed, a local official who works with journalists in the Syrian town of Azaz, near the Turkish border.
"If they don't like the actions of a person they tie him up, beat him and arrest him. Personality differences between brigade members are being settled using kidnappings and force. They are self-righteous and we are not happy about it," he told Reuters.
Elsewhere in the country, opposition activists said Syrian forces had killed at least 50 people during clashes with rebels in the central city of Hama on Thursday, while a helicopter bombardment killed 16 rebels near the southern town of Deraa.
In Damascus, at least 20 people were killed on Thursday when security forces fired three mortar rounds at a Palestinian camp that is home to 100,000 refugees, medical sources said. Palestinian leaders in the West Bank and Gaza condemned the attack.

If all goes well, the one-ton, Mini Cooper-sized Curiosity is slated to spend the next 23 months looking for evidence that the desiccated planet might have been a hospitable place for at least simple forms of life.
The answer is locked up in the wedding-cake layers of rocks and minerals in Gale Crater, and especially on the crater?s three-mile-high Mt. Sharp in its center.
Mt. Sharp is far higher than any nub of a "recoil" peak that would have formed when a 10-mile-wide space rock slammed into the surface earlier in the planet?s history. It appears to have been built up from layer after layer of sediment and rock.
This apparently undisturbed layering provides researchers with a unique opportunity to make the first detailed, on-the-ground measurements that systematically trace another planet's geological and climatic evolution on extraordinary time scales.
The $2.5-billion project, formally known as the Mars Science Laboratory mission, represents "a whole new dimension of space exploration. This is the dimension of deep time," says John Grotzinger, a researcher at the California Institute of Technology in Pasadena, Calif., and the mission's project scientist.
On this mission, the time periods Curiosity will probe aren't measured in hours, days, years, or even decades, but in "hundreds of millions even to billions of years," he said during a briefing Thursday. Given the estimated age of Gale Crater, which researchers put at between 3 billion to 4 billion years old, the enormous spans of time Curiosity can cover are themselves billions of years old.
It has to do with water, a key ingredient for organic life. The crater's location on Mars and observations from orbiting satellites strongly suggest that the crater may have hosted a shallow lake at one time.
Gale Crater sports a large, sloping fan of sediment ? known as an alluvial fan? that extends from the crater rim and spreads out across the crater floor. Such fans are common features on Earth, appearing at the bases of mountains where water flowing down the slopes has picked up soil and rock and carried them out onto flatter terrain.
Observations from orbiters also have found expanses of exposed rock that extend from the edge of the fan toward Mt. Sharp and remain warm well after nightfall. Lots of rock types exhibit an ability to retain heat, but one intriguing possibility is that water carried loose soil and rock onto the crater floor, where the material dried out and formed a kind of natural cement.
Once Curiosity is safely on the surface, "we can start to look for minerals that bound the particles together that tell us about the previous history of water there," Grotzinger says.
If water was there, that begins to build the case for at least one potentially habitable environment early in the planet's history, he says
Even though the ultimate destination is Mt. Sharp ? a journey that will take many weeks after the initial touchdown ? Curiosity's broad initial landing zone appears to present "an extraordinary opportunity for what might be a really great science discovery early on" in the mission, according to Grotzinger.
Over the past month, researchers have been building detailed maps of the crater floor in small sections, or quads. The goal is to pour over images of the floor at very fine scales to see what other interesting features the floor in the rover's landing zone might hold.
The mapping is still underway, but Grotzinger displayed one small patch of the crater floor -- one on which Curiosity might well land: "No matter where we land, what we now know from studying the details of these quads is that we're going to have something exciting to do," he says.
For instance, the map segment shows a small crater some 820 feet across, comparable to craters NASA?s rover Opportunity has explored elsewhere. The crater walls sport more layering, opening a window onto the rock formations below the current floor. In addition, a low scarp perhaps three feet high also appears on this patch, comparable to scarps Opportunity?s twin, Spirit, has examined.
"What you've got here is really kind of a geologist's paradise!" Grotzinger says.?

DENVER ? Republican presidential candidate Mitt Romney will unveil a ?presidential accountability scorecard? during a campaign event in Colorado on Thursday that he will use to measure his expected success in office while attacking President Obama for failing to achieve goals he set as a candidate.
The announcement, part of the campaign?s push to appeal to the middle class, also is intended to partly counter a study by the Tax Policy Center released on Wednesday, The study from the nonpartisan joint venture of the Urban Institute and the Brookings Institution found that Romney?s plan would result in a net tax increase for lower- and middle-income taxpayers in order to cut taxes for the highest earners.
Romney senior adviser Eric Fehrnstrom called the report a "joke? on a Thursday conference call with reporters.
?There are serious flaws with both the authorship of that study and the methodology,? he said. ?It was coauthored by a member of the Obama White House, someone who was part of the White House economic team, and the study doesn?t take into account important aspects of Governor Romney?s plan which will have a positive, pro-growth impact on the economy.?
The author he referenced is ?Adam Looney, who served as a senior economist on the president?s Council of Economic Advisers.
Kevin Hassett, a Romney economic adviser, added to criticism of the study by calling it a ?static? score of Romney?s tax plan that does not take into account the job creation that the campaign expects the governor?s plan to produce: 5 million to 10 million jobs higher than the baseline over a decade, which would broaden the tax base.
The Obama campaign seized on the study and released a new online video?on?Thursday to highlight the report, as well as an online calculator that they say allows families to see how they would be affected by Romney?s tax plan.
Romney will attempt to shift the message back to the worsening economic climate during an event in a Denver suburb on Thursday featuring the accountability scorecard. He will promise to achieve North American energy independence by 2020, improve education and skills training, expand American access to international markets for trade purposes, cut the deficit, and champion small businesses.
None of the proposals in the scorecard are new; instead, the campaign says they are highlighting policies Romney first unveiled a year ago and creating contrasts with the president as voters tune into the general election.
The campaign will also hit Obama campaign manager Jim Messina for potentially breaking the law after a House Republican committee reported on Wednesday that, as former deputy chief of staff, Messina used his personal e-mail account to shape policy while avoiding the public record.
?On its face, this appears to be a violation of the law which requires that all official communications be preserved,? Fehrnstrom said on the call with reporters.
Briefing reporters on Wednesday, White House spokesman Jay Carney said of the allegations, ?As you know, Republicans have spent a great deal of time and money on investigations which they themselves have characterized as political.? He said Messina would forward all communications from his personal e-mail account to his official White House address to ensure that they were made part of the presidential record.

The fact that Sweden has extremely progressive family-leave policies isn?t news to anyone.
We?ve heard about the 16 months of leave that can be split between parents, most of it at 80% of salary, per child. We?ve compared it to our own sad family-leave track record that sees new moms rushing back to work at six or three months, if not six or four weeks, and men taking off the minimal amount of days required for their wives to let go of their hand. And we?ve said ?Wow! That?s just crazy unbelievable.?
More unbelievable still is a recent push, according to the Wall Street Journal, for men to take even longer paternity leaves.
As of now, new fathers in Sweden are required to take at least two months of the almost year they are entitled to if they want to get any government benefits at all.
?The Swedish government will pay 80% of a parent?s salary?up to a cap of about $65,000?for 13 months. One parent can sign over all but two of these months to the other.?
But, according to the article, some politicians are now pushing for men to be required to take three months. That?s right. They are pushing even harder for men to step off the hamster wheel, go home, or to the coffee shop, and interact with their babies.
Makes sense to me. Infant and toddler care is not just for moms. Right?
Sure. But not everyone is thrilled by the thought of the increased legislation:
?If only women stayed home with children, women would be at a considerable disadvantage compared with men,? says Johanna Noren, a mother of one who works as a systems developer at Sweden?s Royal Library. Although she supports the idea of fathers taking a third month of leave, ?it?s better if people make decisions on what they want and believe, rather than on what they feel forced to do.?
While not every Swede is happy to have the government tell them how much paternity leave to take, it?s not hard to imagine all the benefits of treating the father as equal partner in early childcare. On a less earnest note, there is something invaluable that can be gained by legislating paternity leave: Perspective.
One British father in the article, living and working in Sweden, discovered a major disparity between his fantasy image of paternity leave experience, and the actual experience:
?I?d be lucky to have 30 minutes for myself a day. The rest was just endless cleaning, feeding, changing and picking up.? He says that, two weeks into it, he wondered if he was going to last the entire leave, ?but I?m happy I did it and could bond with my daughter.?
